I'm Phil Miller, an investigative journalist, who trawled through declassified government files to write a book about Keenie Meenie Services.

Keenie Meenie was a shadowy British mercenary company, linked to war crimes against Tamil civilians in Sri Lanka during the 1980s.

After my book came out this January, the Metropolitan Police war crimes team launched an investigation into these mercenaries.

But despite the ongoing police probe, the Foreign Office has a file about Keenie Meenie from 1985 which it is keeping secret from us. 

My freedom of information request for the file was refused, so I'm raising £750 for my lawyers to challenge the Foreign Office at an Information Tribunal. Additional donations will allow my legal team to spend more time working on the case.

Our goal

If we win, the full file will be made public, allowing you to read the real story about the relationship between Thatcher's government and British mercenaries.

It will also help set a precedent to make it easier for others to access historical Foreign Office files.

An official survey found that over half of the British public thought government files should be declassified after 15 years. 

But in this case, the government wants to keep the Keenie Meenie file secret until 2046 - some 60 years after it was written.

Together, we can challenge Whitehall's culture of secrecy.

This week we filed a very strong submission with the Tribunal, responding to earlier claims by the Foreign Office and Information Commissioner.
