Who am I?

My name is Paul Culliford.  I intend to bring board members and senior officials of an NHS Clinical Commissioning Group and others to justice for conspiracy to defraud; forcing my family to pay for my late mother’s care over a period of 22 years when they were aware she was eligible for fully funded NHS Continuing Health Care (CHC).

My family's story

In February 1987 my mother Valerie, aged 47, had a massive stroke leaving her suddenly and permanently paralysed from the neck down and ‘locked in’ communicating only by blinking and small head movements. From that moment, while she retained full cognition she was completely immobile and unable to talk. She could not hold her head up without support, was doubly incontinent and constantly prone to pressure sores. She suffered muscle spasms and because she had no proper swallow reflex, she was at constant risk of choking. 

In July 1989 my father, a type 1 diabetic, who was caring for my mother at home, with the support of family and district nurses, died at the age of 52. His premature death was brought about by the added strain of trying to look after my mother over the previous 2 years. The 24 hour nursing care she required was never provided by the NHS, despite them knowing my father had serious complications from his diabetes, requiring him to receive regular dialysis. 

At this point I was 26 and my sister was 23. My mother was taken back into hospital and subsequently transferred to a nursing home that could cater for her severe level of disability. The NHS failed to inform the family of any entitlement to financial assistance and for over twenty years my mother was denied her right to fully funded healthcare. 

Cruelly, she never received any psychological or emotional support despite the fact that the NHS knew she retained full cognitive ability. She was made to fund the nursing care from her own resources. Once these had been exhausted substantial additional financial support was given by myself and my sister.

By 2009 my family had exhausted its resources and made the local authority aware they were no longer able to afford to pay the nursing home fees. The Local Authority formally advised the NHS, at which point she was re-assessed and found eligible for NHS Continuing Health Care for the last year of her life. My mother’s condition and abilities had remained unchanged since her stroke some 22 years before.

The case was submitted for retrospective funding in 2012 under a mandated NHS review process. The request was rejected by the CCG.

An investigation into this process has documented deliberate and persistent failures by the board of the Clinical Commissioning Group concerned to adhere to its own guidance and the law in order to evade paying for her care over two decades. The effect of this on myself and my family has been devastating.

Why is this important?

Documentation provided by the NHS and others has revealed a clear conspiracy to defraud myself and my sister with evidence of consistent and persistent activity perpetrated by senior NHS staff and others acting in concert. This includes deliberate alteration, withholding and destruction of my mother’s health records, and both forged and deliberately erased signatures on documentation.

Why am I raising funds?

The amount of evidence collated so far is vast and clearly demonstrates that serious criminal offences have been committed. However, I need to put the case together for our lawyers to progress towards private criminal prosecution - this will involve many hundreds of hours work by private investigators to secure the evidence, investigate additional leads and obtain witness statements.

Senior board members at the Clinical Commissioning Group have actively failed to engage with me while their own records indicate that they have colluded with others to deliberately engineer the outcome of the process. These are public officials abusing their position in order to cover up deliberate failings in governance. I have been forced to spend many thousands of pounds already hiring solicitors and investigators to reach this point.

I now find myself with no option other than to investigate the controlling minds behind what happened, to bring private prosecutions to seek justice and proper redress. In order to do so I need help to cover the substantial cost of the work that is now required, before proceeding further with the case.
