I am Daniel Rotariu; I suffered dreadful life-changing injuries when my ex-girlfriend Katie Leong poured sulphuric acid over my face and body.
Leicestershire Police were warned by Katie’s ex-partner that she was planning an acid attack, but they did nothing. The attack could and should have been stopped and I wouldn’t be blind and disfigured.
I have started the legal process against the Chief Constable but the police deny they had any legal obligation to protect me or any other potential victims of Katie’s madness. But this case is not just about me, it is about making the police properly accountable under human rights law when there is a failure to investigate.
They received information that Katie was acquiring acid but they just closed the file and did nothing. I also want to raise awareness that my attacker was able to obtain pure acid as well as the failure of the police to take the reported threats seriously.

On the night of 27 July 2016 Katie poured around half a litre of 96% pure sulphuric acid over me whilst I was sleeping in my bed.
The pictures don’t really need any words. My injuries have changed my life but I am determined not to give up hope. I have extensive burns and scarring over my face, arms, legs and torso and I am now completely blind. Following the attack, I was placed in a medically induced coma for six weeks, was in a hospital for six months and have undergone countless complicated operations over the last two years.
These are just some of the physical injuries, the mental suffering has been as bad if not worse but I am going to fight on with help from the medics, my family and friends but I cannot pursue the police without help from the public.
My treatment is far from over and I will never recover from my injuries. Katie was found guilty of attempted murder and was sentenced to life imprisonment.
Following an investigation by the IOPC, it became apparent that in the months before Katie attacked me, Leicestershire Police had received vital information that Katie and her ex-partner were buying large quantities of 96% sulphuric acid. Leicestershire Police were also informed that Katie had expressed intentions of carrying out an attack with the acid. Despite these reports, and others relating to her, no investigation was carried out and the Police took no further action.
Had Leicestershire Police acted upon the initial reports appropriately Katie would not have been able to carry out such an attack and I would not have sustained the horrific injuries that I live with today.
How much am I raising and why?
I have already spent significant amounts of money on legal action to get this far. But now I need support from those who believe the police should be held to account and who want to raise the profile of the real-life consequences of acid attacks.
All funds will be donated directly to my legal team to pay for costs associated with bringing my case. Initially, I am raising £12,500 but I then need to go on to raise as much as possible towards the total cost of my case so my stretch target will be set at £50,000.
